Indian 2021 '22 Budget without procurement

Budget without procurement February 02, 2021 My point of views on budget are .... http://aalubhaan.blogspot.com/2021/01/budgeting-2021-22.html See the last five years percentage based ruppees distribution and earning side as per PIB and other news papers....is 2016 to 2021 '22.. this is Excel sheet photo by mobile... When India at 2018 end time, got GST structure... So many changes done on tax reform... We can see that in sheets And other few points are ... For developing expensive things by making new States of India... Have a look ... In November 2000, three new states were created; namely, Chhattisgarh from eastern Madhya Pradesh, Uttaranchal from northwest Uttar Pradesh (renamed Uttarakhand in 2007) and Jharkhand from southern districts of Bihar with the enforcement of such act Telangana was created on 2 June 2014 as ten former districts of north western Andhra Pradesh. In August 2019, the Parliament of India passed the Jammu and Kashmir reorganisation Act, 2019, which contains provisions to reorganise the state of Jammu and Kashmir into two union territories; Jammu and Kashmir and Ladakh, effective from 31 October 2019. These all are related to making big expensive part of criteria in budget 2021 '22... Chhattisgarh, Uttarakhand, Jharkhand, Telangana, all are cumulative way increased the government expenses... They all are having inside way very lower progressive based infrastructure and services excluding few parts of that side core in building nation... This time budget planning on 34.83 lakh carpe amount ... But really needed 41.66 lakh caror Approximately 17 percentage more needed but on papers we are showing on 12 percentage based formula than still 5 percentage are hidden way must be needed but we can't showing that as the RBI and other policies based papers having only capacity of 12%. ... Or ... Maybe on the paper's black alphabet has only producing hidden soft conditions as according to present scenario... Union budget planning has such value... I believe but the ratio of individual expenses and Union expenses should have not mir distance or should not having different of far amount based structure... As the budget word is belonging to expenditure only... Union budget using this time 16% for state development, but the ratio is cut from 24% to 16% is maybe good but or than why still every year the ratio is ridiculous way rising??? While no need of further new state making .... This could be considered as ... Previously A family has 100 rs expenses Than 29 part made of same family and each family's cumulative amount has more expensive figure erged by each person and the expenditure amount is higher than 100 ... Than how could you earning more or what you could earned before for next budget planning... If We can consider the ratio as 1:2 than the expenses should be double for each and individual states... I believe earning factor and expenses factor are different of each and every individual family but the cumulative which was or which is counted by central ministry should be has in such level based amount for better understanding of further process or procurement... If you are head of the family and other all as each other are earning in capacity based structure of income and still giving more expenses amount on papers than the family head must think on such point of view as i have 100 and smaller other giving me 200 than where is my income from at least 10% gone or going on???? RBI in such cases helping running government as giving that 10% saved amount for boost up nation economic development... But that is not liable as that is our fund from which we can get international high standard... For our own currencies international growth level... If reserved funds used for country people is good but there should be successful such guide line having with us is more important and for that India needs Procurement policies or department... When the government making donation head than why not making procurement head??? Procurement means saved amount plus another surplus amount for further procedure of same head or title... Nothing to discuss on other points but need better than best procurement management... Than we can consider the disbursement of RBI's reserved funds for country people...
